They are enforced at both port terminal intakes and at Hawaii's biosecurity inspection - run by the Hawaii Department of Agriculture. No documents are required at the port when shipping to Hawaii.

This is 8 inches more restrictive on height than Long Beach's 84-inch limit. A standard sedan or crossover without additions is well under the limit.
